Security Guidelines for the 2026 Convocation Elections

The Convocation Electoral Commission – 2026 meeting held on Thursday, 26th February, 2026, in the Council Room, several security recommendations were made to guide the conduct of the Convocation Elections at the Annual General Assembly scheduled for 29th April, 2026. (before, during and after elections).

The Electoral Commission proposed the following measures to ensure a peaceful, transparent, and well-managed electoral process:

  1. Venue of the Elections

It was advised that the elections be conducted in an open space (Graduation Grounds) to allow adequate space for crowd control, monitoring, and emergency response if necessary.

  1. Polling Stations

Three (3) polling stations shall be established within the designated venue to ease congestion and facilitate an efficient voting process:

  1. Polling Station, A –  A – M
  2. Polling Station, B –  N – R.
  3. Polling Station, C –  S – Z.
  1. Tents and Infrastructure

Tents should be erected at the venue to accommodate Polling Stations, CT personnel, Electoral Officials and Security to provide controlled voting areas.

  1. ICT Support

The ICT team will support verification of voters and any technical assistance before, during and after the election process.

  1. Crowd Control Measures

Voters should immediately vacate the voting area after casting their vote to avoid overcrowding and minimize the risk of disorder. The Security would guide voters.

  1. Temporary Road Closure.

There should be a temporary closure of the road leading to the election venue during the election period to regulate access and enhance security management during the elections of Office Bearers at the Annual General Assembly.

  1. Security Meeting with Candidates.

A security briefing meeting should be convened with all duly nominated candidates to communicate election-day guidelines, security expectations, and code of conduct requirements.

  1. Security Clearance for Candidates.

All nominated candidates should obtain security clearance prior to nomination to ensure compliance with University security standards.

  1. Ballot Box Control.

All ballot boxes must be properly sealed to safeguard the integrity and credibility of the voting process.

  1. Stakeholders’ Meeting.

A stakeholders’ meetings should be convened continuously to harmonize expectations, clarify procedures, and ensure coordinated implementation of security and electoral activities before, during and after elections.

  1. Appointments of Agents.

Candidates should have two (2) Agents at each polling stations.

  1. Medical Facility.

A Medical Center tent will be available for any Medical attention and Medical Evacuation.

  1. Conclusion

The above recommendations aim to ensure a transparent, orderly, and credible electoral process. The Electoral Commission will work closely with all stakeholders and relevant University offices to operationalize the above security measures.
